The Devil's Garden Plateau Wild Horse Territory (WHT) is a vital habitat located in the Modoc National Forest of Northern California, encompassing approximately 258,000 acres. This area has been home to wild horses for over 140 years, with an estimated population of around 3,000 horses, despite the U.S. Forest Service's (USFS) management goal of only 206 to 402 horses. The territory faces challenges due to livestock grazing, which allocates 85% of forage to cattle and only 15% to wild horses. The American Wild Horse Campaign (AWHC) advocates for humane management practices, including fertility control, to ensure the sustainability of this iconic wild horse population while balancing ecological health and livestock interests.
